Ethiopia: EEP invites EOIs for grid project supervision and management

Ethiopian Electric Power (EEP) invites eligible consultants to indicate their interest in providing project supervision and management services for the Eastern Ethiopia Electricity Grid Reinforcement Project.

DEADLINE: 5 May 2023, 4pm (local time)

Interested consultants must provide information indicating that they are qualified to perform the services. For example brochures, descriptions of similar assignments, experience in similar conditions, experience in construction supervision and project management of similar works and size, availability of appropriate skills among staff, and other relevant information, etc.

Consultants may constitute joint ventures to enhance their chances of qualification.

Project specifications

The project includes:

  • The construction of 158km of 400kV transmission lines, initially to be operated at 230kV level, from Hurso to Jijiga through the Harar substation
  • Construction of 206km single circuit 132kV transmission lines from Deghabur to Kebridehar through Birkot, 2.77km double circuit 132 kV lines, and 3 km double circuit 66kV to replace the existing single circuit 66kV line from Harar III to Harar II substation
  • Construction of two new 230kV substations (Harar IV 230/132/33/15 kV, Jijiga II 230/132/33/15 kV) and extension of Hurso 230 kV substation,
  • Construction of two new 132kV substations (Fafem 132/33kV, Birkot 132/33kV), the extension of two existing substations (Deghabur and Kebridehar); and upgrading of existing three substations (132kV Jijiga, 132 kV Harar III and of 66 kV Harar II substations)
  • Project supervision and management including capacity building
  • Implementation of Environment and Social Management Plan and Resettlement Action Plan; and Gender Action Plan

Consultancy services

  • Assisting the project Executing Agency (EEP) in the bidding process, including the review and finalisation of pre-qualification documents, tender documents, bid evaluation and contract negotiations
  • Review and approval of detailed designs and construction materials & plant equipment, EPC contractors’ construction procedures and technical reports; supervision of construction works; ensuring the Executing Agency obtains economic solutions of high technical standards and that the overall project is implemented in an efficient manner, with the agreed contract amounts and completed within the expected time frames of the project.
  • Participate in the Factory Acceptance Test (FAT) for important equipment, if needed.
  • Supervising the implementation of the Environmental and Social Management Plan (ESMP).
  • Training and technology transfer.
  • Provide full support to the Executing Agency during test and commissioning and the defect liability period, and preparation of all project reports required by the Bank.

It is expected that the consultancy service assignment will take 48 months.

Eligibility criteria, the establishment of the shortlist and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website.
