Malawi: Water board prequalifying contractors to revamp water system

The Northern Region Water Board intends to prequalify contractors for rehabilitation, upgrading and expansion works for Rumphi Town water supply system.

DEADLINE: 16 May 2023, 2pm Malawi time

The works will include the construction of an intake weir, treatment plant, transmission mains, reservoirs and sumps, and installation of distribution pipelines as follows:

  • Construction of reinforced 25m reinforced concrete weir
  • Installation of 500mm, 1600m long DI intake pipeline
  • Construction of a treatment plant with a capacity of 19,415m3/day
  • Construction of 4 No. pumping stations and installation of pump sets with capacities ranging from 97m3/hour to 320m3/hour
  • Installation of 10km of DI pipelines with diameters ranging from 100mm to 300mm
  • Construction of reinforced concrete reservoirs with a total capacity of 7,500m3
  • Installation of a total of 240km of uPVC and DI distribution pipelines with diameters ranging from 63mm to 400mm which will extend water supply to Bwengu to the east; Thumbi, Luzi, Chinyolo, Mkombezi, Phwezi and Bula to the north East; Chikwawa, Bolero, Luviri, Mwazisi, Lusani, Bembe, Kamphenda, Chanyoli through Luhono, Nkhamanga to the west; Vongo including Lumemo to the South; and Kacheche and Enukweni to the South East of Rumphi Town and Construction of 200 communal water points.

Bidders must meet the following minimum requirements:

  1. Ten (10) years as a contractor with a proven track record
  2. Successfully executed at least two (2) similar contracts, each of minimum value $20 million in the last ten (10) years
  3. Minimum average turnover of $35 million in the last five (5) years
  4. Liquid assets and/or access to credit facilities of at least $2.5 million.

More information is provided in the prequalification document. It is estimated that the works would take 18 months followed by 12 months Defects Liability Period. It is expected that the Request for Bids will be made in July 2024.

Prequalification will be conducted through the procedures as specified in the African Development Bank’s Procurement Framework dated October 2015 and is open to all eligible Applicants as defined in the Procurement Framework.

Interested eligible applicants may obtain further information from the Northern Region Water Board at the address below during office hours i.e. 7:30am to 4:30pm Malawi Time.

A complete set of prequalification documents in English may be purchased by interested Applicants on the submission of a written application to the address above and upon payment of a non-refundable fee of MWK5,000 or $5.

The method of payment will be cash or Bank certified cheques at the Northern Region Water Board Head Office, Kawiluwilu House Cash Office. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery at the Applicants cost.

Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below by 2pm Malawi Time on 16 May 2023. Late applications will be rejected.
