The Governments of the United Republic of Tanzania and the Republic of Burundi invite bids towards the design and construction of an Electrified Standard Gauge Railway under the Multinational Tanzania–Burundi–DRC SGR Project Phase I.

The Governments of the United Republic of Tanzania and the Republic of Burundi have entered into a bilateral agreement and appointed the Tanzania Railways Corporation (TRC) as the Implementing Agency for this Multinational Project.
The scope of works will be the design and construction of about 282km of an electrified Standard Gauge Railway line from Uvinza in Tanzania (off the Tabora –Kigoma SGR line), across the international border along Malagarasi river to Musongati and onwards to Gitega (both in Burundi).
However, for purposes of administration, the project is divided into two (2) Lots: Lot 1 consists of the 156km Tanzania Section to be implemented in one package, and Lot 2 consists of the 126km Burundi section to be implemented in 2 packages as described below.

The project is divided as follows:
- Lot 1: Tanzania section from Uvinza to Malagarasi border (156km) to be implemented as one package
- Lot2: Burundi section from Malagarasi to Musongati and Gitega (126km) to be implemented in two packages:
a) Lot 2-Package A: Malagarasi-Musongati (80km) Section
b) Lot 2-Package B: Musongati-Gitega (46km) Section
Additional scope of works
On behalf of the two Governments of Tanzania and Burundi, TRC will facilitate all procurement on behalf of the parties. TRC is wholly owned by the Government of the United Republic of Tanzania and is under the Ministry of Works and Transport. The major responsibilities of TRC as provided in the Act are principally to develop, promote and manage the railway infrastructure assets in Tanzania Mainland.
TRC, in collaboration with ARTF (Burundi Corporation in charge of Railways), intends to construct an approximately 282-route-kilometre Railway line between Uvinza and Gitega via Musongati in Burundi and other railway facilities en route to Standard Gauge, based on American Railway Engineering Maintenance of Way Association (AREMA) and UIC standards. The project will be implemented for a period of five (5) years.
The Tanzania Railways Corporation (TRC) as the Implementing Agency for this project intends to initially select Applicants for Contract No. PA/154/AFDB/2022-23/W/01 for Design and Build Contract of an Electrified Standard Gauge Railway (SGR) Line under Design and Build (D& B) Arrangement as described above.
The works involve the Design and Build of a New Railway line consisting of Earthworks, Elevated Structures, Culverts, Tunnels, Viaduct, Permanent way, Stations, Buildings and Shops, Fencing of the line, Signaling & Telecommunications, IT systems and Electrification Systems of the standard gauge (1,435 mm) railway line from Uvinza-Musongati-Gitega.
The RAMS (Reliability, Availability, Maintainability, and Safety) is the basic requirement for infrastructure and all systems under this Project. Furthermore, design and construction shall comply with national and international guidelines on environmental and social safeguards.
Qualifications
Interested Contractors must provide information indicating that they are qualified to perform the works as follows:
Experience in Detailed design
- Minimum of five (5) Projects for 10 years of experience in the detailed design of UIC Standard gauge Railway track.
- Minimum of 5 Projects for 10 years of experience in the detailed design of Heavy Railway Civil Works such as Tracks, Tunnels, Viaducts, Flyovers, Bridges, etc.
- Minimum of 5 Projects for 10 years of experience in Railway track design (Light Rail and/or Heavy Rail.
- Minimum 5 years of experience in railway Stations design (Light Rail and/or Heavy Rail).
- Minimum of 5 projects for 10 years of experience in the design of Signaling and Telecommunication systems i.e., ERTMS Projects
- Minimum of 5 projects for 10 years of experience in the design of Electrification Railway systems (Light Rail and/or Heavy Rails)
- Experience within the last 5 years on the detailed design of a Single Railway line Project with a Capital cost of at least US$ 1,000 million.
Experience in Construction
- Minimum of three (3) Projects for 10 years of experience in the Construction of Heavy Railway Civil Works such as tracks, tunnels, viaducts, flyovers, bridges, etc.
- Minimum of two (2) Projects for 10 years of experience in Electrified Rail track and railway station Construction.
- Minimum of two (2) Projects for 10 years of experience in the Construction and Installation of Electrification Railway systems (Light Rail and/or Heavy Rails)
- Minimum of two (2) Projects for Previous Experience in SGR Projects adopting ERTMS systems.
- Minimum of 5 years cumulative experience in Construction works with a Minimum Capital cost of $1 billion in Africa or other developing countries with a similar environment.
Financial Capacity
- Minimum average turnover in the last 5 years on detailed design services of $20 million
- Minimum average construction turnover in the last 5 years of $1 billion
Selection process
It is expected that the Request for Proposals will be made in May, 2023.
Initial Selection will be conducted through the procedures as specified in the African Development Bank’s Procurement Framework dated October 2015.

A complete set of Initial Selection documents in English may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of $250 or it’s equivalent in Tanzanian shillings (TZS).
The method of payment will be through Banker’s Cheque Or Cash Payable to Director General, Tanzania Railways Corporation. The document in both editable and not editable form will be sent to the applicant by email after effecting payment.
Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the address below by 15 May 2023 before or at 10:30am TRC Headquarters Conference Room.
Late submission of tenders shall not be accepted for evaluation irrespective of the circumstances.
TRC is not bound to accept any tender submitted and non-compliance of the above-stated conditions shall automatically disqualify the Bid proposal.
