Namibia: Municipality invites EOIs for wastewater and waste-to-energy plant

The Municipality of Otjiwarongo invites eligible consultants to indicate their interest in providing Transaction Advisory services for the development of a wastewater treatment plant and waste-to-energy plant through a Public Private Partnership (PPP).

The overall development objective of the project is to contribute to sustainable water and sanitation management solutions in Otjiwarongo Municipality through the construction of sustainable wastewater treatment, water supply facilities and conversion of waste to energy, eventually leading to the creation of a Circular Economy and contributing to better living conditions and sustainable human development.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).

Consultants must provide, as part of their application, names and contact details of organisations for which the consultant has completed projects in the immediate past 5 years, which are essentially equivalent to the scope of this assignment.

The Summary of similar assignments executed successfully should be in form of letters of engagement and/or certification of completion or equivalent. Consultants may constitute Joint Ventures to enhance their chances of qualification.

Scope of services

The services included under this project are:

  • Assessment of the feasibility of the project, preparing tender documentation for competitive bidding and provision of advisory services during the bidding process until the financial close of the Project.

    The services will investigate authentically and in detail whether the project is a desirable, viable and achievable investment, given that such a decision is likely to have long-term implications starting from the choice of the procurement option and specifically include feasibility analysis, output specifications, PPP structuring, financial structuring, Request for Qualifications, Request for Proposals, Draft PPP Agreement, Off-Taker agreements, a project implementation schedule and transaction process management.

    This shall be the basis for the development and implementation of the Otjiwarongo Municipality Wastewater Treatment (OMWWTP) and the Waste to Energy Project.
  • Prepare the Environmental and Social Impact Assessment (ESIA)with a detailed Environmental Social Management Plan, Resettlement Action Plan (RAP)/ and Livelihood Restoration Plan, Stakeholder Engagement Plan and a Grievance Redress Mechanism and obtain the Namibia Environmental Management Licenses for the project.

The Consultant will, based on the data provided by the Client and proposed works, liaise with the client and other relevant stakeholders, his own experience and internationally accepted standards and practice to undertake all the assignments to ensure that the project objectives are met. The consultancy services will be carried out over a period of 18 (Eighteen) months.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Quality Cost Based Selection (QCBS) method procedures set out in the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the AfDB’s website.
