The Middle East is overseeing some of the world’s most ambitious infrastructure developments, driving strong demand for high-quality construction materials. Against this backdrop, wet processing specialist CDE has partnered with Stevin Rock to deliver two major sand and aggregates washing plants at the Al Ghail facility in the United Arab Emirates.
Stevin Rock is one of the world’s leading suppliers of rock products for the construction, marine engineering, manufacturing and industrial sectors. With reserves exceeding 3.5 billion tonnes, the company has a production capacity of more than 100 million tonnes per year.
Operating a private harbour connected to Saqr Port, Stevin Rock exports its products throughout the GCC and to markets across the Asia-Pacific region, including India, Bangladesh, Madagascar and the Maldives.
To support its production capacity, Stevin Rock has engaged CDE to deploy two advanced wash plants capable of processing challenging, clay-rich crushed limestone at its Ras Al Khaimah operation. A 250 tonnes per hour plant is already operational, enhancing the site’s processing capabilities, while a larger 1,000 tonnes per hour wash plant is scheduled for commissioning in the third quarter of 2027.
Together, the plants are designed to produce consistent, specification-compliant aggregates for major infrastructure projects across the region.
Brian Howard, Group Projects Director at Stevin Rock, said the project represents an important milestone as the company expands its production capacity beyond 100 million tonnes per year.

Stevin Rock’s materials have supported several major developments in the region, including the Burj Khalifa and Palm Jumeirah in Dubai, Emirates Palace in Abu Dhabi, The World Islands and Ras Laffan Port in Qatar, which hosts one of the world’s largest liquefied natural gas export facilities.
The company is also supplying materials for Dubai’s new Al Maktoum International Airport. Once completed, the airport is expected to be five times the size of Dubai International Airport, with more than 400 terminal gates and capacity to handle over 260 million passengers annually.
CDE Head of Operations for the Middle East and Africa Bassem Idriss said Stevin Rock has been mobilised to support the airport project, which is targeting the opening of its first phase by 2032.
“To sustain urgent demand for this project and others, Stevin Rock needs to produce 100 million tonnes of material over the next five years, which is no small feat,” said Idriss.
“CDE has over 130 plants in operation in the Middle East today. Our technology has supported some of the most ambitious construction and infrastructure projects in the region and we’ve clearly demonstrated our capability to deliver at scale while maintaining quality and consistency.”
The partnership also reflects growing economic and technological cooperation between the region and international technology suppliers.
